I am not sure I dare to say that. I think many large companies realize they need to become Agile to survive. Otherwise, they will become obsolete like Kodac.

The problem, I think, is that many managers in those companies don't like the leadership style or cultural changes required. They have been successful so far because of their culture and leadership. My experience is that many times management doesn't understand what they are getting into. They see a model they can buy into and don't understand that the change is more a cultural change than a structural change. Changing the structure can help break down the previous culture but might as well create complete disharmony.

So I believe that when SAFe is presented, management recognizes a structure that might allow you to continue business as usual and still be successful. Which, of course, is not possible.

So you might be right in the sense that they want to have the cake and eat it. The cake might look delicious, but you get surprised when you take a bite and discover it is full of spinach. Very healthy but not so tasty ;)
